The Kanohi Ururau is the Mask of Incomprehension.
The Kanohi Ururau allows the user to scramble a target's ability to speak, write, and read any and all languages. This mask does not affect hand signals, and a Kanohi Rau user can translate either what the victim is attempting to communicate or translate what they are attempting to understand into a comprehensible form. Using this Kanohi is considered immoral and breaks the Toa Code.
A Ururau Nuva is created when a destined Ururau is dipped in Energized Protodermis. In addition to its standard abilities, its effects are more difficult for targets to resist, and its power can be shared with individuals near the user; however, it can only be used by Nuva beings.

Great
As a 2AP action, the wearer may spend 1 or more Kanohi Charges to force a being within line of sight to make a WILL save (DC +4, CHA). On a failure, the target becomes unable to communicate through any means for the duration of the effect.
Noble
As a 2AP action, the wearer may spend 1 or more Kanohi Charges to force a being within line of sight to make a WILL save (DC +2, CHA). On a failure, the target becomes unable to communicate through any means for the duration of the effect.
Great Nuva
As a 2AP action, the wearer may spend 1 or more Kanohi Charges to force a being within line of sight to make a WILL save (DC +5, CHA). On a failure, the target becomes unable to communicate through any means for the duration of the effect.
Noble Nuva
As a 2AP action, the wearer may spend 1 or more Kanohi Charges to force a being within line of sight to make a WILL save (DC +3, CHA). On a failure, the target becomes unable to communicate through any means for the duration of the effect.
