As a result, most conflicts regarding Bisra are settled on a political level rather than through outright violence, sparing the island from much of the devastation that Stelt regularly experiences. Thanks to this relative stability, Bisra is a popular choice for all manner of shady individuals who are willing to work under the vagaries of Steltian law, but are not yet desperate or cold-blooded enough to choose a life on Stelt itself.
