​Of all the races in the Matoran Universe, none are as noble as the Toa. Toa are the heroes and protectors of the Matoran and any others who cannot defend themselves, making use of their incredible elemental abilities and mask powers to fulfill their duties. Most Toa were once Matoran who were transformed by Toa Stones, though there are exceptions to this rule. Toa are naturally much faster, stronger, taller, and more durable than Matoran (standing around seven feet tall), and can make use of Great or Noble Kanohi mask powers as well as their affiliated elemental power. Each Toa also carries one or more weapons - commonly known as Toa tools - through which they can channel their element and otherwise engage in combat. Toa can work in teams or on their own, though teams of six with no repeating elements are the most common arrangement; if a Toa feels particularly close to their teammates, they may refer to each other as "brother" or "sister". If a Toa's mask is removed, their physical strength is reduced significantly, as are their elemental powers. Each Toa is a distinct individual, with their own motives outside of mere protection. Whilst Toa themselves are technically an offshoot race of the Matoran, the term "Toa" is more of a title than anything else - a title which is stripped from those Toa who do not act as heroes or follow the Toa Code.

The Toa Code is a set of rules by which all Toa are expected to abide; violation of the Code is considered an incredibly serious offense, and those who break it are usually ostracized and shunned by Matoran society, stripped of the title of Toa, are considered markedly dishonored, and may be hunted down if the offense is serious enough. Although individual documentation can vary, the main tenets of the Code are unchanging: Toa shall not kill intentionally, unless it is to save themselves or innocent bystanders; their duty is to the safety of the Matoran and the Turaga above all else. If a Toa has betrayed their team or those they are sworn to protect and wishes to repent, a sufficient act of redemption can restore their honor and title - although whether their trust is restored is another question entirely, and will vary between the individual(s) who were betrayed. The rule against killing usually does not extend to Rahi and other creatures, but needless killing of these is to be avoided. Other immoral actions such as lying and stealing are usually frowned upon, but can be permissible out of necessity - i.e. if the situation is serious enough to warrant doing so.

Once a Toa has completed their destiny, they have the option of giving up their Toa Power and becoming a Turaga. Toa Power does not have to be released all at once, but it is finite and does not recharge14; once it is completely gone, the transformation immediately occurs. Toa Power has several potential, highly specialized uses - primarily, the creation of new Toa. Toa Power can be placed into Toa Stones that, when activated by a Matoran, transform them into Toa; each Toa has enough Toa Power to create six Toa Stones, as well as accomplish a reasonable number of other particular actions. Once placed in a Toa Stone, Toa Power is separated from the individual who put it there; therefore, a Toa Stone will still work even if the Toa who created it is dead.

If they have not chosen to protect a specific area, Toa tend to move frequently, as new threats arise on different fronts. They do this more often than most other races, as their Duty commonly requires them to do so.
