The Toa are beholden to two core ideals. Like the Matoran, they strive to follow the [[Three Virtues]] - [[Unity]], [[Duty]], and [[Destiny]]. These ideals are thought to have been given to them directly by the Great Spirit, and serve as guidelines not only for daily life, but also for the conduct of Toa. They are expected to be united in their pursuit of justice, to see their duty through to the bitter end, and act in accordance with their Destiny. While the Three Virtues are treated with reverence by most Toa, their guidance is not always sufficient to adjudicate the correct course of action - and so the Toa are bound by the [[Toa Code]], an ancient set of rules which Toa must follow if they are to maintain their title in the eyes of those they defend. While it is unwritten by tradition, and varies slightly from region to region, nearly every variation of the oath mandates that Toa do not kill, they do not steal, and they do not put innocent lives at risk, doing everything in their power to promote the safety of the Matoran and the will of the Great Spirit.
